The following is a guide to the anticipated timeline to complete the Neighbourhood Plan review process. However, please note that some elements are not within the Steering Group’s control so the timeline will be amended accordingly.
Summer 2025
Call for Sites – Closing Date: 1st September 2025.
Validation of the assessment process by CDC and an independent planning consultant.
Autumn 2025
Initial Site Assessment against approved criteria undertaken by NP Review Group.
Validation of assessments by the independent planning consultant.
February 2026
Community Consultation Event on potential development sites.
From March 2026
Consultation feedback analysed and validated by an independent consultant.
Neighbourhood Plan text and policies updated.
Early August 2026
Strategic Environmental Assessment (SEA) process begins (12 – 16 weeks)
- Drafting of SEA scoping report by AECOM.
- Input from Steering Group to ensure local elements included.
- AECOM review evidence base and work towards SEA.
Habitats Regulations Assessment process to begin – does not involve scoping so preparation can start and feeds into SEA for some elements.
Early September 2026
SEA scoping consultation with statutory consultees (Natural England, Historic England and the Environment Agency) – 5 weeks.
AECOM continues SEA work and assessment of reasonable alternatives.
Meeting with Steering Group to review.
Early / Mid-October 2026
Regulation 14 Draft Neighbourhood Plan Submitted to AECOM for review for comments within SEA
Late November 2026
(otherwise early New Year)
Parish Council approval of draft for consultation.
Both the SEA and HRA are required for this consultation.
Winter 2026 / 2027
After the Regulation 14 consultation, the consultation responses will be analysed and amendment made if considered necessary to comply with planning policy.
Required documents:
- Submission Neighbourhood Plan.
- Consultation Statement and analysis of all responses.
- Modification Statement.
- Basic Conditions Statement – demonstrating that it confirms to planning policy.
- Parish Council approval to submit.
March 2027
Submission of Reviewed Neighbourhood Plan and supporting documents to CDC.
2027 (if we’re lucky)
CDC continue with the statutory process:
- Consultation – publicised for 6 weeks.
- Examination.
- Referendum.
- Adoption as Planning Policy.
- Timeline is determined by CDC.
